It implemented a new central licensing system to replace the FAC system. It also required registration of all firearms and firearm licence holders; banned short-barrelled handguns under 105 mm in length, in addition to banning .25 and .32-calibre handguns with "grandfathering" for previous owners; and required a licence to buy ammunition.
