The province went through a recession in 1938/39. Illiteracy lingered and according to the 1931 census, as much as 47.8% of the Volhynian population were still illiterate, compared with the national average of 23.1% for the whole of Poland (by early 1939, illiteracy in Volhynia was further reduced to 45%).
