Lissouba declared a state of emergency on 16 July 1993. Ethnic divisions played a role in the conflict, which often took the form of rape and violence towards civilians. Both during and after the elections, Lissouba and Kolelas masked their lack of ideological political differences by playing up the role of ethnicity and regional origin in the election.
