From 1970s to 1980s, the art community brought up the question a number of times of founding the academy and its corresponding institutions. At last the idea of organizing the State Scientific Research Institution was approved by the Ukrainian government and was fulfilled on December 14, 1996. The first president of the academy is

Scientific Research departments on the theory and history of Art, post graduate education, workshops for art critics, artists and architects were contained in the structure of these establishments.
