Realizing that a supporting organization was needed for the City-owned facility, Heron organized and co-founded the Forest Theater Guild in 1949. The Cultural Commission recommended to the City that either repairs should be made to the aging Forest Theater, or it should be unloaded from the city's holdings. At that time, no action was taken.
