The creation of a public library in Dominica did not come easily though the impetus was a noble one that would help "the coloured people... their lot as they moved along the path to complete freedom...” (Boromé, 203). Ironically, the early stages of the library's history were dedicated to remove the "uncouth", and "barbarous patois", which is being preserved. However, it did achieve its goal of "diminishing the island’s very high percentage of illiteracy" (pg. 225). The historical library was demolished in the wake of hurricane Maria in 2018, and slated to be rebuilt with a more modern outlook.
