I think for a smaller-scale portal (with not even a semi-sleeping WikiProject behind it) I would try to reduce the amount of content that needs updating, and focus more on giving a structured overview of the topic's Knowledge coverage. But on the whole, I found Portal work to be lonely and (in the end) boring, so I minimized my efforts for the Germany portal (I even shifted from monthly pictures to random selections).
