Someone you collaborate with?) who gets excited about the idea and is willing to spend a bit of staff time on it. It really doesn't cost all that much. There are costs for people's time to advertise the event, carry out the communciations with volunteers, moderate the event (that was my role for two edit-a-thons recently), provide tutoring, guidance and mop up some of the work that the volunteers do if they make mistakes. The money for prizes is optional but I think it's a good tool. If you can, I would offer Eur 100 as prize money for up to ten people, and stipulate that half of them will be women. Part of the reason for this is because it's needed to establish notability, but secondary, independent sourcing also helps with the page's neutrality. Primary sources are almost always going to be written in a way that promotes the topic/person/organization, as primary sources are very often used to promote or "sell" the topic to the person reading the page. It's not something that is inherently bad, mind you, but all of this promotional and non-neutral prose makes it much easier for this to seep into what we're writing.

The draft just needs some editing for tone. A good option would be to look at how similar articles are styled. While this isn't a college on its own as much as it's an initiative, a lot of the structure would be the same, such as there being a history section, academics (details about types of classes or degrees), accreditation (if applicable), administration and organization, and so on.
