The decree was passed on 22 December 1789, the boundaries fixed on 26 February 1790, with the institution to be effective on 4 March 1790. complained that Archbishop Burchard of Vienne had ordained priests from the abbey of Cluny, which was in his diocese and under his jurisdiction. Abbot Odilon testified for the archbishop of Vienne, but the council ruled that his actions were uncanonical and the archbishop of Vienne was made to apologize and make reparation. In the next year, however, the monks of Cluny obtained a privilege from

Local tradition relates that it was on seeing the red hat of the canons of Lyon that the courtiers of Innocent IV conceived the idea of obtaining from the Council of Lyon its decree that the cardinals should henceforth wear red hats. The sojourn of Innocent IV at Lyon was marked by numerous works of public utility, to which the pope gave vigorous encouragement. There was to be one diocese in each department, requiring the suppression of approximately fifty dioceses, especially along the Rhône River.
