Instead of writing stories in the modern era of Earth-Two, Roy Thomas chose to set the series during World War II. Roy Thomas decided to include other Golden Age era characters that weren't published by DC Comics during the 1930s and 40s but were acquired by the company in later years, such as the 1272:
