The decree was passed on 22 December 1789, the boundaries fixed on 26 February 1790, with the institution to be effective on 4 March 1790. A metropolitanate called "Metropole du Sud-est" was established, which consisted of nine departments. Lyon was named the departmental capital of Rhône et Loire. The primatial church of Lyon adopted them for public services on 8 December 1869. One of the rites of the ancient Gallican liturgy, retained by the Church of Lyon, is the blessing of the people by the bishop at the moment of Communion.
