A five minute block from recreation is a pretty good idea, although I would suggest just one minute as one of the common admin tasks (fixing cut/paste moves) requires deleting/undeleting a page in a short spave of time. Speedy deletion has been very backlogged recently, when I looked on sunday there were about 150 articles waiting.
