Human Rights Watch noted that Putin's enactment of the law allowed him to pander to 1749:. The first of these charges was overturned in February 2014, after a court ruled in consultation with a mental health professional that the group "helps teenagers exploring their sexuality to deal with difficult emotional issues and other problems that they may encounter", and that these activities did not constitute "propaganda of non-traditional sexual relationships" as defined under the law. In January 2015, Klimova was sent to court for the same charges.
