2303:, it seems you were unable to resolve your question by reading the relevant Knowledge articles. All I could add to that would be this: the whole idea of copyright is the right of a creator to control what happens to his work. It isn't about money, so it's not correct to assume that something can be used for free if it was found for free on the Internet, or it was open for public display. In your situation, the creator of the work allowed an organization to use a photo for free, but you did not say that the creator gave all rights to the organization. If the organization goes outside the scope of the permission (the "license"), it's asking for trouble. A written agreement would have clarified things, of course, but the fact that the agreement was oral does not give the organization free rein to change the agreement and do whatever it wants with the photo. Now, if you want to know what would happen in court, if push came to shove, you have to talk to a lawyer. I have no idea what courts these days would do, which is of course the ultimate question. We can sit in our armchairs all day and agree about what the law says or does not say, and that organization is free to agree or disagree. But if the creator of the photo wants to stop them from throwing the photo around, and they won't listen to reason, then there's no option but to see what teeth can be put into the discussion. And for that, you need a lawyer, and not just someone like me who has been out of the business for years. I hope this helps you, but if you have any other questions, please feel free to ask. Those could certainly be put aside in a separate list if you think that would be better. Perhaps it is weird to have Saranac Lake split into two county lists. About articles for cure cottages, they can be really short articles, just holding the individual NRHP infoboxes and a link to the separate nomination document for each one, and one or two sentences. I think that would be better than having red-links. Or, i suppose you could just link from the list-article of RHPs to a section for each one, or for groups of them, in the article on cure cottages. They don't have to be separate articles, although then you aren't using the available infoboxes and references, but that is okay, too. I think whichever way you want to go, as long it provides a finished effect without red-links, is probably okay.
