It had me confused because I've read about the appearance of Nekhbet and Wadjet as tutelary divinities of Upper and Lower Egypt on columns in the Fifth Dynasty. A good example would be the column from the square antechamber in Nyuserre's mortuary temple. In particular, Verner writes that the tutelary divinites are there to protecting the souls of the village's residents. So, if I'm following correctly, this isn't a reference to the people who live in the villages, but a reference to the rulers from before the unification of the two Egypts under Narmer.
