I don't think there is any ambiguity in removing "Nazi-occupied" as the term "Holocaust" automatically infers Nazi involvement and Nazi responsibility. I don't feel that it automatically puts a stigma on the nationality described (in this case Lithuania). As long as the body of the article correctly reflects the history of the time then the reader is left to judge. The title of the article will not sway the reader one way or the other. Make all the articles on the topic named the same, this enhances Knowledge's credibility and organization. Those are my two cents.
