The universities are compliant to put graduate students and post-grads into their laboratory on their campus, paid for by the pharmaceutical, and let them research their hearts out. The end product results, if any, go to the pharmaceutical, who can now take the 'hit' derived from an assay, and check it out, to see if it can be moved on to the next levels of testing. Drug Metabolism people will check it out and if they like it a senior researcher will take command and give it a go in an animal or two and hopefully, go first in human.
