Maybe they put a voice to him in the Funimation voiceovers (I refuse to call them dubs because they aren't translating the original material. Rather they are creating their own), but he doesn't in the Japanese stories. It was a hodgepodge of "well in this version, this character is like this, and in this version, this character is like this, and in this....". It became a tedious task to sift through what applied to what character and what didn't between the FUNimation and the Shin-ei versions.
