However, this merger eventually failed, due to large financial costs, government regulations, corporate rivalries, and lack of a formal merger plan. In 1970 Penn Central declared bankruptcy, at the time the largest corporate bankruptcy ever declared. The same year, the MTA also entered into a long-term lease of Penn Central's Hudson, Harlem, and New Haven Lines. Penn Central continued to operate the now-subsidized lines under contract to the MTA. In April 1970, Rockefeller proposed that the state take over the Hudson and Harlem Lines, and the next month, he signed a bond issue that provided $ 44.4 million in funding to these lines. 4822:

This was the first strike to shut down the New Haven, Harlem, and Hudson at the same time since January 1961. The UTU also went on strike against NJ Transit, which took over Conrail lines in New Jersey, and against SEPTA in Philadelphia.
