Willis served as a trustee for the Melfort Larger School Unit from 1945 to 1951 and was president of the Melfort Agricultural Society from 1948 to 1951. He was a member of the provincial cabinet, serving as Minister of Public Works and then as 199: 180: 62: 27: 45:, the son of John Henry Willis and Elizabeth Rebecca Herd, and came to Saskatchewan while he was attending high school.
